Michele A. Harrington

Micki’s clients run the gamut from municipalities to corporations, from real estate developers to families needing expertise in estate planning and administration. She brings a unique insider’s perspective on family law, having worked as a family counselor with court-referred teens at Youth Bridge. She turned from social work to law in order to be a more effective advocate for families. Micki served as Deputy City Attorney for the City of Springdale for 11 years, acting primarily as counsel to the Planning Commission and handling land use matters. She also served as legal counsel to the Siloam Springs Memorial Hospital for 11 years. Micki’s expertise in real estate law led to her being named to the Board of Directors for the Northwest Arkansas Land Trust. That group works with conservation-minded landowners, municipalities and partner organizations to protect land with agricultural, ecological, scenic, historic, and recreational significance in Northwest Arkansas.

Stephen lends his legal expertise to businesses large and small, helping with real estate issues and the complex decisions associated with buying, selling, and expanding businesses. He also works in municipal law, serving as the City Attorney for Highfill and working with the firm’s other municipal clients. Stephen credits his father with instilling in him an affinity for business and a penchant for hard work.  His father worked a day job and ran the family’s small-town movie theater nights and weekends. Stephen was the first in his family to go to college, obtaining an accounting degree as an undergraduate. He is licensed to practice law in Arkansas as well as the U.S. District Court for the Eastern and Western Districts of Arkansas.

Tom has more than 25 years’ experience working as a public sector attorney representing municipalities in complex civil rights issues, administrative proceedings, eminent domain, litigation and appeals, and the numerous other legal issues facing cities. He is a past recipient of the Glen G. Zimmerman Municipal Law Award for Outstanding Contributions in the Practice of Arkansas Municipal Law.  He also represents several private sector clients in litigation, land use and employment matters. Tom has served as a City Attorney for the cities of Lowell, Elm Springs and West Fork, and is a member of the Arkansas City Attorneys Association and the International Municipal Lawyers Association.

Justin represents public entities and municipalities in issues such as human resources, land use, tax disputes, constitutional law, civil rights cases and governance, and he helps businesses with corporate formations, real estate transactions, and other general legal matters. Prior to attending law school, Justin worked in Brussels, Belgium in international commercial trade regulation and then locally in business translation. He is the son of educators; his mother is a retired public school teacher and his father a retired professor of Foreign Languages at the University of Arkansas. His first taste of public entity legal work came about while working as a law clerk for Harrington Miller. Justin is licensed to practice law in the U.S. District Court for the Eastern and Western Districts of Arkansas as well as the Eighth Circuit Court of Appeals. Justin serves on the Fayetteville Public School District Board of Education. He currently serves as the City Attorney for Tontitown and Cave Springs and represents various municipalities and public entities across Arkansas in litigation and for special projects.

Greg’s specialty is that of a litigator, and he advocates on behalf of the firm’s clients on a wide variety of issues, such as condemnation cases, real estate and title disputes, construction claims and insurance claims.  He’s attracted to the excitement of the courtroom and litigation, something he discovered while observing trials that were held in courtrooms surrounding his law school in downtown Houston.  Greg graduated Magna Cum Laude from the South Texas College of Law and was named to the South Texas Law Review. He has represented corporate, municipal, and individual clients in numerous jurisdictions, including Arkansas, Oklahoma, Texas, and Louisiana. Greg also serves as a Prosecuting Attorney for numerous municipalities in Benton County, Arkansas.

Robert L. Ost

Robert specializes in assisting clients with estate planning and wealth preservation through the creation of wills, revocable and irrevocable trusts, and the use of lifetime gifting and business succession planning. He has a Master of Laws (LL.M) in Taxation and is one of only a handful of area attorneys to hold this advanced degree.  He spent six years in a large, national law firm before joining Harrington Miller.

His practice includes advising non-profit organizations regarding formation and governance matters, and exemptions from federal and state taxation. Robert also advises clients in the areas of mergers and acquisitions, corporate finance, public and private debt and equity offerings, securities law compliance, corporate governance, and general corporate matters.

Morgan Doughty is a native of Mena, Arkansas, and has been a resident of Northwest Arkansas since 2003.  She attended the University of Arkansas in Fayetteville where she graduated in 2007 with a degree in International Economics & Business and a minor in Marketing.  She received her Juris Doctor from the University of Arkansas in Fayetteville in 2010, where she served as a Note & Comment Editor of The Journal of Food Law & Policy and graduated cum laude. She is licensed to practice in the states of Arkansas and Missouri, as well as the federal courts for the Eastern and Western Districts of Arkansas.
