Heather Ownes

Heather Owens graduated with honors from the Bowen School of Law at the University of Arkansas at Little Rock in 2001, where she also served as Executive Editor of the UALR Law Review.  She spent two years in private practice at Cross, Gunter, Witherspoon & Galchus, P.C., specializing in labor and employment law before joining the prosecuting attorney's office for the Sixth Judicial District.  Prior to joining Harrington Miller, Heather was the Assistant City Attorney for the City of Jonesboro for almost a decade, where she handled a full range of municipal matters and prosecuted for the City, as well as prosecuting special appointments for the prosecuting attorney's office for the Second Judicial District.  During that time, she also provided legal counsel and prosecuted for the City of Bay, the City of Brookland, the City of Lake City, the City of Monette, the City of Cash, and Craighead County.  Heather is also presently a member of the faculty of All Rise, formerly the National Association of Drug Court Professionals, and an instructor for the University of Arkansas Criminal Justice Institute. She also represents clients in state and federal court and before the Equal Employment Opportunity Commission, the United States Department of Labor Wage and Hour Division, the Arkansas Department of Workforce Services, and the Arkansas Department of Labor and Licensing.
